 Minister of Labour met the International Chamber of Commerce entrepreneurs to support investment.

              On March 6, 2010, Mr.Phaithoon Kaeothong, Minister of Labour (MOL), with the Ministry of Labour Executives met businessmen from the International Chamber of Commerce at Kromadit Building, New Petchburi Road to share ideas and obstacles of investment in Thailand, as well as provide guidance to these entrepreneurs. Additionally, those offer the guidance of "Ministry of Labour is available for foreign private investment”, which illustrate the MOL’s preparedness of the Departments of Labour, namely, the Department of Employment, the Department of Skill Development, the Department of Labour Protection and Welfare, and the Social Security Office, to develop personnel in order to be readily entered the invested workplace business and the law to fairly protect both employers and employees. 
               Minister of Labour said that “Three Less Three More Policy” has been exercised as the vital guidance to tackle the labour shortage problem. That is to say, “Three Less” measures consist of reducing in lay-off, labour migration, and employees and unemployed cost of living and “Three More” measures compose of increasing in employment and jobs, occupational choices, skills development. Meanwhile, those measures will concurrently be run with “Bank Workers”, which has been proposed by the MOL to approach labour shortage problem, to formally record labour history for workplaces as needed. Addition to labour relations, especially the bonus compensation, it will be able to build a good relationship or the energetic approach to labour relations resulting in the satisfied labours who will have continuously worked in their workplaces.
              Additionally, the Minister of Labour also stated persuading investors to be confident for investing in Thailand, and believing his speech as the Minister of Labour. Since the Minister of Labour was an ex-businessman, he visibly understands the conditions in these problems and will later systematize the coordinating network accordance with the requests. In January 2010, the Ministry of Labour organized the parties-seminar, -- comprising employers, employees, the Federation of Thai Industries, the Council Chamber of Commerce, and scholars – which is the forecast of the Thai workers in the next 5 years predicting Thailand will be the elder society and lack of workers entering the industry. To solve the problems, the Department of Skill Development will emphasis on skill-entrant development by arranging the schooling for the new graduates of 11,500 student accordance with the demands of the industrial labour market to successfully resolve the labour shortage. Pragmatically, the Department of Labour itself will start the project within the year of 2010. On the other hand, the heavy industries where employ non-skills labours and face the Thai labour shortage, such as fishing and other industries, will hire the fugitive-alien workers, who have illegally immigrated into Thailand given the permission to extend registration, to fulfil workforce shortages. This will be supported by foreign investors where have their own Visa and work permit service centre to strengthen a better investment climate and facilitate those workers. Furthermore, the services should operate as ONE STOP SERVICE to make the licenses remaining to leave the Kingdom, entering permission and work authorization, which all can be completed within 3 hours from the requested time.
               Addition to moving workers from one workplace, Ms.Amporn Nitisiri, President of the Department of Labour Protection and Welfare, explained that it is normal situation that the labours will move to another place where there is better compensation, social benefits, and labour relations. Thus, the department has often recommended the way that employers should do to maintain its workplace environment. For example, the workers should be motivated by welfare following both formal and informal law accordance with promoting the labour relations. Although, it is very difficult to practically promote Trade Union, the Department of Labour Protection and Welfare willingly send officers to advise the employers what kind of weaknesses in operations regularly causing employees move in and out. For instance, there is a small company where has generally managed the operating system of its workplace with a good relationships leading to gradually emerging satisfaction of the workers and those labours are later willing to work in this company, even during the economic crisis facing the problems together. 
               Addition to the example during the economic crisis, some operations were hesitant whether the employees would be paid wages at the rate of 50 percent, or 75 percent. Unanimously, the majority of operations agreed to pay at 75 percent that would have maintained employees to continually work at the time. When the economy later retrieves from the crisis and the orders come, the operators can bring the human resource that is previously kept to timely work. Therefore, this is perhaps the optional choice which has to be counted in the future.
             For a targeted industry, the departments will emphasis on the development of potential workers in 7 targeted-industries -- namely, food and beverage industry, textile industry, apparel industry, footwear and leather industry, wood and wood products industry, basic metal industry, and the automotive industry – which will efficiently develop skills and capabilities to the new Labour in these targeted-workplaces including those who already have a job of 79,620 people. Additionally, the MOL has arranged the plan to encourage the workplaces developing labour skills amounted of 2,500,000 persons. Presently, the MOL has totally developed the potential workers including the target of the fiscal year 2010 shown at 2,628,120 people.
