Minister of Labour laid down a policy of 2010 to be the year of integrating informal labour into social security system. MOL currently prepares to set up the database of informal workers in 38 provinces. Mr. Sunan Pothong, Labour Acadimic Advisor, presided over the opening seminar on setting and developing database of informal workers “Integrating exchange information of database of informal workers among government agencies”. The seminar was arranged between 3-5 March 2010. There were officials using database of informal workers from Central and Regional Area in 38 provinces attended. He delivered the operation guideline for all authorities under supervision of MOL to understand how to use database system, and to complete all data in order to be systemized, modern and applicative. In the long run, MOL aims to link and exchange the information with other authorities leading to set up the national database systemization which could be analyzed the information and defined the requirement and the trend of informal workers. Also, all authorities should promote and educate on the benefit entitlement, press forward the integrated implementation of the authorities in relevant to informal workers protection. Mrs. Usanee Tunsakul, Director of Macro Labour Economic Division, further addressed that informal workers was the key issue which was inserted in Constitution of the Kingdom of Thailand, B.E.2550. In this regard, the tenth national economic and social development plan (2007 - 2011), government policy (Mr. Abhisit Vejjajiva) and MOL policy determined “informal worker database” in Labour strategy (2007 – 2011). In 2009, Office of Permanent Secretary hired Bis Potential Co,Ltd to be an consultant of the project on setting up and developing database system and linking informal worker database with 8 authorities namely 4 MOL authorities including Department of Employment, Department of Skill Development, Department of Labour Protection and Welfare, Social Security Office and the other authorities which are National Statistical Office, Community Development Department, Ministry of Interior and Department of Agriculture Extension and Office of Community Enterprise Promotion, Ministry of Agriculture and Cooperatives. |
